Rick Roe served as Fire Chief of the City of Clive, Iowa, for 25 years — retiring in May 2023 after a 34-year career with the department.

A native of Humeston, Iowa, he joined the Clive Fire Department as a part-time firefighter in 1989 and was promoted to Chief in 1998. Over the next 25 years he led the department through major incidents including the floods of 2015 and 2018, oversaw the construction of the Clive Public Safety Center, and built the closest-unit response program with the City of Urbandale alongside station-sharing collaborations with Urbandale and West Des Moines.

He's credited with modernizing the department's training programs, firefighter safety protocols, and operating technology.

The consulting practice grew out of that work. Roe Consulting now focuses on GEMT cost reporting — preparing the annual Medicaid cost report for publicly operated Iowa ambulance services end-to-end, so they capture every supplemental payment dollar they're entitled to without pulling staff off other work.
